INVITATION TO BID
SEALED PROPOSALS are invited by the undersigned for the Project described as Strasburg Township Park Restroom Project for Strasburg Township 400 Bunker Hill Road Strasburg PA 17579.
PROPOSALS are invited on a lump sum basis for the following work:
Construction of a 9’ 4” x 17’ 4” Restroom Structure
PROPOSALS will be received by Strasburg Township until 9:00 AM, prevailing time, June 1, 2026, at the Strasburg Township Office Building, 400 Bunker Hill Road, Strasburg, PA 17579. All proposals shall be submitted in duplicate. Bids will be opened publicly and read aloud at 7:30 PM, prevailing time,
Monday June 1, 2026 at the Strasburg Township Office.
Important: Bids delivered after the above deadline will not be accepted.
PROPPOSAL SECURITY shall accompany each proposal submitted in the form of a certified check, certified bank treasurer’s check, bank cashier’s check or bid bond executed by an acceptable surety company, and in an amount equal to 10% of the total amount of the Bid.
PROPOSALS may not be withdrawn by the Bidder for a period not to exceed 60 calendar days following the actual date of the opening thereof, except as provided by Act No. 57 (1998) of the General Assembly of the Commonwealth of Pennsylvania or other laws. However, if award of contract is delayed by a required approval of another government agency, the sale of bonds or the award of grants or grant, the proposals may not be withdrawn by the bidder for a period not to exceed 120 days from the date of bid opening in accordance with Pennsylvania Law. The successful bidder will be required to furnish surety bonds in the form of the enclosed “Performance Bond and Payment Bond”. Each bond shall be in a sum equal to 100% of the Contract Price, and shall be executed by a surety company satisfactory to the Owner.
CONSTRUCTION and BIDDING DOCUMENTS for the described project will be available for review by prospective bidders at the Strasburg Township Municipal Office beginning at 9:00 am on April 28, 2026.
Prospective bidders are advised that this project is one which will be subject to and governed by provision of Pennsylvania Prevailing Wage Act including amendments and supplements thereto, Trade Practices Act, Steel Products Procurement Act and the Public Works Employment Verification Act.
The undersigned reserves the right to waive informalities in or reject any or all proposals or parts thereof. The undersigned reserves the right to make or not make acceptance(s) in the best interest of Strasburg Township.

You will need to drop down to select Refton Sewer OR Strasburg Area Water (which also includes sewer payment, if needed), then enter your account number and invoice number when you make your payment. A fee of 2.65% or $3.00 minimum will be added on to the total to be paid by the customer.
